  • ‘The Policy is meant to address challenges counties face including: absence of revenue policies and legislation; multiplicity of fees and charges; human resources capacity deficits; & low automation among others’

 

  • “Today we continue with our training on #OSR and #Modellaws for MCAs. We will focus on Tax, Trade Licenses, Revenue Administration & Finance Laws. We start with ‘County Finance Laws: Legal and Constitutional Issues’ by Sheila Yieke, Director Legal,Commission On Revenue Allocation”

 

  • ‘Counties are not allowed to use a Finance Bill of a previous fiscal year in the current year. County Assemblies are required to pass a Finance Bill every fiscal year, in line with Article 133 of the Public Finance Management Act (2012)’
  • ‘County Governments are required to designate Receivers of Revenue who shall be accountable to County Assemblies to ensure effective and efficient revenue collection and management’ Peter Wachira, Economist

 

  • “County user fees and charges are meant to encourage efficient use of resources within the public sector and not to generate revenue” Brian Cheruiyot,The National Treasury and Planning speaking at the training of MCAs on #OSR and #modellaws

 

  • “To enhance revenue from property rates, a national legislation is proposed to ensure uniformity in underlying property valuation & rating with respect to the tax base, waivers etc. In addition, a national valuation plan is being developed to provide a road map and timelines for preparation of county valuation rolls.” Jane Karianya, Valuer Ministry of Lands and Physical Planning.

 

  • “Over the past 8 years, the Commission has focused on reforming Public Finance Management; especially building capacity in the county executive. We also realised the important role the assemblies play in the oversight of #PFM & therefore the need to capacity build” Dr Asienga speaking at the #OSR training for members of county assembly chairpersons various committees.
