Hon. Amb. Ukur Yatani, EGH

THE CABINET SECRETARY

Hon. Amb. Ukur Yatani Kanacho has over 27-year experience in public administration, politics, diplomacy and governance in public sector since 1992. Before his appointment as Cabinet Secretary for the National Treasury & Planning he served as the Cabinet Secretary for Labour and Social Protection since January 2018. Between the years 2006-2007 while Member of Parliament for North Horr constituency, he also served as an Assistant minister for science and technology. At the height of his career (March 2013-August 2017), he served as a pioneer Governor of Marsabit County, the largest County in the Republic of Kenya. Between June 2009 and October 2012, he served as Kenya’s Ambassador to Austria with Accreditation to Hungary and Slovakia and Permanent Representative to the United Nations in Vienna. In this position, he aggressively pursued and advanced Kenya’s foreign interests. He held senior leadership positions at various diplomatic and international agencies such as International Atomic Energy Agency (IAEA), United Nations Organization on Drugs and Crimes (UNODC), United Nations Industrial Development Organization (UNIDO), Vice Chairperson of United Nations Convention Against Transnational Organized Crime (UNTOC), Vice President of Convention on Crime Prevention and Criminal Justice (CCPJ), and chair of African Group of Ambassadors among others. Between 1992—2015, he served in different positions in Kenya’s Public Administration including a District Commissioner, where sharpened his management and administrative skills. He has Master of Arts in Public Administration and Public Policy, University of York, United Kingdom, 2005; and Bachelor of Arts in Economics, Egerton University, Kenya, 1991.

MR. NELSON GAICHUHIE

CHIEF ADMINISTRATIVE SECRETARY

Hon. Nelson Gaichuhie is currently the Chief Administrative Secretary for The National Treasury and Planning. Prior to this, he served as a Member of Parliament for Subukia Constituency from 2007 to 2017.
In Parliament, he was the Vice Chair of the Finance Planning and Trade Committee, and a member of the Budget and Appropriations Committee and Appointments Committee.

DR. JULIUS MUIA, CBS

PRINCIPAL SECRETARY, THE NATIONAL TREASURY

Dr. Julius Muia is the Principal Secretary at The National Treasury. Prior to this, he was the Principal Secretary at the State Department for Planning – The National Treasury and Planning. Before his appointment as PS Planning, he was the Director General, Vision 2030 Delivery Secretariat which operated under the Office of the President, Republic of Kenya to facilitate the implementation of Vision 2030. This is Kenya’s long-term policy framework that is premised on making Kenya a globally competitive, rapidly industrializing and upper middle income economy by 2030.

Between April 2008 and October 2016, Dr. Muia served as the Secretary, National Economic and Social Council, Office of the President. This is a top advisory government think tank whose flagship project was formulating Vision 2030.

An alumnus of the University of Nairobi’s School of Business, Dr Julius Muia graduated with a First Class Honours Degree in Accounting; Masters Degree and PhD in Finance from the same university. His professional qualifications include: Certified Public Accountant (CPA-K); Certified Public Secretary (CPS-K), Associate Kenya Institute of Bankers; Associate Chartered Institute of Arbitrators; and Certified Coach.

Mr. Saitoti Torome, CBS

PRINCIPAL SECRETARY, STATE DEPARTMENT FOR PLANNING

Saitoti Torome is currently the Principal Secretary for the State Department for Planning in The National Treasury and Planning. Born on January 5, 1959, Mr Torome is the former Director for Strategy and Development at the Kenya National Bureau of Statistics (KNBS). He graduated from Kenyatta University with a Bachelor of Education (Economics and Geography) and later joined the University of Nairobi for his Masters Degree in Strategic Management. Torome is also a Certified Public Secretary of Kenya (CPS-K) finalist. Prior to joining the KNBS in 2008, Mr. Torome had worked at the now defunct Kenya Posts and Telecommunications Corporation (KPTC) and later at Telkom Kenya Ltd in 1991. In December 2015, President Uhuru Kenyatta appointed him as Principal Secretary in the Ministry of Defence
